PARKING--Each owner should park one car behind his/her apartment in the designated numbered spot. Second cars should be parked in the corners and in areas labeled ‘Guest Parking’. No parallel parking on the West, south and east sides of the complex, or along the perimeter fences.
ROADWAY--It is imperative that everyone strictly observes Entrance and Exit signs when entering and leaving the complex. The road runs One Way Only with entry at the west and exit at the east. It is especially dangerous to use the entrance as an exit. Be sure to inform your guests, visitors, and drivers of business vehicles. The speed limit is 15 miles an hour.
GARBAGE--All garbage must be securely bagged in strong plastic bags, tied up and placed in the garbage cans. Garbage bin storage area is for garbage and trash only.
PETS--No renters can have a dog on the premises. Owners who do not have a dog are not permitted to have ‘guest dogs’ on the premises. Owners who presently have dogs are not allowed to replace them. All dogs must be leashed and walked outside the compound. Dogs are not permitted in the pool area.
NOISE--Washing machines and dishwashers are not to be used before 9am or after 9pm. Please turn radios and TVs down after 10pm. If you come home late at night, be considerate of your neighbors.
GUESTS--Notify the office if a guest will be using your apartment in your absence.
DECKS--Laundry, bathing suits, towels, etc. are not to be hung out on decks. Lower and upper decks should be kept neat and orderly.
PLANTING--No owner may plant trees or flowers beyond their designated garden areas (lowers) or on the driveway side. On upper decks, no more than two (2) trees or large pots are permitted and they may not exceed 250 lbs. each. No objects or any kind of flowerpots are permitted on the upper deck railing. Expressions of individuality, i.e. bird baths, sculptural forms, planters and the like are to be contained to designated garden areas inside the complex.
BUILDING WORK--Board approval must be obtained in advance of any work contemplated on the exterior of the building. Work that involves major construction may require you to sign an agreement for the purpose of safeguarding the integrity of the building’s structure and to protect the Corporation and its Tenants from legal liability. Any repairs that may be the responsibility of the Mews must have prior approval from the Mews Manager. Costs of over $100 require board approval in advance.
INTERIOR WORK/RENOVATIONS--Apartment renovations must have Board approval. Proposals for the work being considered must be detailed and outlined and submitted for approval prior to the project commencing. Any interior structural changes must be specifically noted. Owners are required to provide the name and contact information of their contractor(s) and all contractors must provide the Mews with a COI ( Certificate of Insurance, both Liability and Workers Comp.). Contractors should be advised: Work must be done Monday through Friday between 8:30 am and 4:30 pm. No work is to be done on major holidays. On special holidays such as Thanksgiving, which is viewed as a long weekend, work is to cease by 12:00 p.m. on the day prior to the holiday through the following Sunday. Likewise for Christmas; work to cease at 12:00 p.m. on the day prior to the holiday. The Board may authorize exceptions prior to work being started. The floors of each apartment must be covered with rugs or carpeting to the extent of at least 80% of the floor of each room except kitchens, bathrooms, closets, and foyers. It is the responsibility of the shareholder to provide a dumpster for the removal of debris. The dumpsters are to be removed as soon as they are full or by Friday, or whichever occurs first. It may be necessary to get a confirmed pick-up date in order to comply. The manager must approve of shareholder’s use of the Mews’ dumpster and a fee will be charged based on the amount of debris.
NOTE: No construction may be done from Memorial Day through Labor day without Board approval.
STAFF/PERSONNEL--The Mews staff is available Monday through Friday 8:30 am- 4:30 pm. The staff will return calls within a 48 hour period. You may also leave a note in the office mailbox, located on the door at the top of the stairs to the office. Staff members may be engaged for private jobs only after normal hours (i.e. after 5:00 pm).
BARBECUES--Barbecuing is permitted on the upper decks and on gravel in front of the lower decks ONLY. No barbecues on grass areas.
a) Under no circumstances shall volatile starter fluid be used.
b) It is important to watch barbecues at all times.
c) Fire starting fluids or gels may NOT be used or stored. The electrical outlet on decks can be used for an electrical starter.
d) No charcoal barbeques on any decks.
e) Barbecues should be placed at least 3 feet away from walls, trees, hedges, etc.
SMOKE ALARMS--If your smoke alarm should sound as a result of cooking or shower steam and the fire department assistance is not needed, call 911 immediately and tell them no assistance is required. (If you do not call and the fire department responds to a false alarm, the department will fine the Mews and you will be charged $300.00 to cover the fine.) Next, go immediately to the alarm box in your building to disarm. Shareholders should have received a sheet outlining this procedure. If you do not have one, contact the office.
MAIL--There is mail delivery at the Mews. Check with the office for procedure on receiving packages.
SUBLEASE--The board must approve all sublease arrangements. First, provide a copy of the lease for board approval. All potential renters must be interviewed and approved by at least two members of the board. Upon approval you will be advised. The lease is limited to a maximum of 12 months and shareholders may only rent their unit once a year for a fee of $3.00 per share. The number of people occupying a unit apartment under a sublease shall not exceed four (4). Any new purchaser of a unit cannot rent that unit for the first 24 months of ownership (effective 6/15/03). There is a minimum rental period of one month.
MAINTENANCE CHARGES--Maintenance charges are due by the first (1st) of each month. A $50.00 late charge will be added for each 30 days in which the charge remains delinquent. This policy will be enforced except in the event of unavoidable circumstances.
WINTER TEMPERATURES--Apartments must be kept at 50 degrees or higher, to prevent pipe freeze-ups during cold winter months.
FIREPLACES--Before lighting the fire, make sure that the damper is open (i.e. pull handle toward you). Ashes must be left in the fireplaces for at least 24 hours. (Ashes retain their heat for at least 24 hours even though they appear to be extinguished)
AWNINGS--Any shareholder wishing to have an awning installed must first receive approval from the board. The awning shall meet the following specifications: a) The awning frame and hood shall be white in color. b) The awning shall be motorized with an override. c) The fabric shall be gray-white stripe. The valance shall be straight across, not scalloped. d) The dimensions shall be 14’ 0” wide with a 10’ 0” projection. The width of the awning will be determined by the deck and shall be no closer than 3 inches from any soffit or projection. There are no awnings allowed on the upper loft windows.
VEHICLE RESTRICTIONS—Parking of boat trailers, camping trailers, motorcycles and restricted trucks are prohibited on the grounds, including areas designated for the parking of guest vehicles. Commercial vehicles of any kinds are prohibited. For the purpose of this restriction, a commercial vehicle shall mean any vehicle containing outside lettering on any such vehicle designating a business of any kind or any visible items of commercial use, such as tools or materials. The prohibition of parking shall not apply to the temporary parking of commercial vehicles for pick-up, delivery, and other commercial services contracted by the Mews and/or its shareholders. Trucks, vans, and SUVs will be permitted within the Mews provided they meet the following criteria:
ADVERTISING—Display of advertising for any purpose is prohibited on or about
The Mews.
INSURANCE:
East Hampton Mews property insurance covers the outer shell of the building to the inside wall - ie. the "stud" space. It does not include "personal property owned by, used by, or in the care, custody or control of a unit owner."
Therefore, each unit owner should obtain insurance coverage for all personal property in the unit including walls, ceiling and flooring.
